We recommend that rules made by the health-care facilities - not the government - should require that any smoking area be set up a safe distance away.
There is no question that second-hand smoke, close enough to be breathed by people using a medical facility, is a major threat.
According to the American Lung Association, smoke lingers in the air hours after the smoker has extinguished a cigarette. Inhaled by non-smokers, it can cause or exacerbate a wide range of adverse health effects, including cancer, respiratory infections and asthma.
The Environmental Protection Agency has classified secondhand smoke as a known cause of cancer in humans. It causes approximately 3,400 lung cancer deaths and 22,700-69,600 heart disease deaths in adult nonsmokers in the United States each year, according to the Lung Association



Hounslows Primary Care Trust (PCT) has threatened to sue BAA for millions if a third runway is built at Heathrow, it was reported this week.
NHS Hounslow has said the controversial expansion project would be detrimental to residents health, putting increased pressure on hospitals and local services.
Concerns were raised at a board meeting earlier this year, which followed a consultation on the proposed plans, that there would be an increase in heart problems, asthma, mental health issues and even deaths.
Hounslows health bosses discussed plans to work with the council to claim compensation for the rise in illnesses caused by airport pollution and noise.
John James, former chief executive of the PCT, said: Should the development proceed, then we would expect it would only be on condition that the impact on local health and well being was monitored so additional remedial action could take place if needed, and the costs from doing so were met from the airport operators.
He added NHS Hounslow was disappointed not to have been formally consulted.
A spokesman for Hounslow Council said: We would be working with any other partners in the borough and elsewhere to look at the issues and get compensation, for instance.
BAA said emissions at the airport were set to fall as airlines replaced their fleets with quieter and greener planes, surface access was improved and road pollution was reduced by cleaner vehicles and tighter European standards
