The deal angered residents and officials who said the $1 million should have gone to a project benefitting the local community because most of the alleged violations occurred in the vicinity of Honeywell's 34th Street facility, which is north of Phoenix Sky Harbor International Airport.
Instead, the money was directed to the Western Governors' Association for use as part of the Western Climate Initiative's efforts to 'develop regional strategies for addressing climate change.'
'The residents of (this district) have been living with environmental disparities for years,' said state Sen. Leah Landrum Taylor, who represents the area. 'I was very concerned that the current settlement did nothing to compensate them for the years of neglect towards their property, their health and their livelihood.'
After a meeting Monday, the parties agreed that the environmental-quality department will use $1 million in air-quality-research money to develop a three-pronged strategy for addressing air pollution in south Phoenix, an area peppered with industrial businesses and uses.
The project includes measuring diesel exhaust, particulates and lead concentrations in the air; enhancing asthma, respiratory-health and lead screening for children and adults; and working to better provide referrals and treatment for those who need medical care, Taylor's office said.
Officials also plan to schedule a community forum to address residents' questions about the Honeywell settlement and ongoing cleanup efforts in the area.
'We hope that this is a clear message that we are looking after this community,' state Rep. Ben Miranda said

any age (including children over 6 months) with long-term medical conditions, particularly those with serious heart or respiratory disease, asthma, or lower immunity due to steroid medication or cancer treatment.People over 65 and some younger people with certain long-term conditions should also have a pneumococcal jab. Anyone in any doubt should check with their GP to see whether they need the jab to protect against serious forms of pneumococcal infection.It is not necessary to have the immunisation every year for most it is a one-off injection. It is safe to have the pneumococcal jab at the same time as the flu jab.Charles Saunders, consultant in public health medicine with NHS Fife, said: 'It pays to get your flu jab before it starts to circulate it's free, so contact your GP or practice nurse to check for local arrangements and get your flu jab this autumn before the virus appears in the winter.'Because the virus constantly changes, it's necessary to get the jab every year, to protect against the latest strains of the virus.'Catching flu is a nasty experience for most people but it can also lead to really serious illnesses like bronchitis and pneumonia which may mean hospital treatment. Flu isn't just a heavy cold - colds are much less serious and usually start gradually with a sore throat and stuffy or runny nose.'If you get a carer's allowance, or if you are the main carer for an elderly or disabled person whose welfare may be at risk if you fall ill, seek advice from your GP on whether you should be vaccinated.'In addition, front line health staff are also being offered the free flu jab to help protect patient services through the winter period.'At the start of the Scottish Government's annual flu and pneumococcal immunisation campaign, SNP MSP Christopher Harvie is also reminding at-risk groups in Fife that they are eligible for free flu vaccination.He said: 'It's not only people over 65 who are eligible for free flu jabs. In fact, many other groups - including healthcare workers, carers, and people with serious medical conditions - are also considered 'at risk'. Last year, around 60% of those eligible under 65 did not come forward for their free flu jab.
